About onSaveInstanceState() method

Android documentation says "Your app should implement the onSaveInstanceState() callback after the onPause() method, and before onStop(). Do not implement this callback in onPause().". What does it really mean ? What is implementing onSaveInstanceState() before onStop() and after onPause() ? I could not really get it. I tought it is called by the Android system as an activity begins to stop.
