You have to accept a character value to see how many times is in the "mHand". You could do it like this:

  public int getTileCount(char tile) {
    int count = 0;
    for (char tiles : mHand.toCharArray()){
      if (tiles == tile) {
        count++;
      }
    }
    return count;
  }
