Can I use header tag and then header tag again with others tags ?

You can but normally there's only one header and one footer in a website.

As stated on the MDN page:

a <header> element is intended to usually contain the surrounding section's heading...

So yes, it would make perfect sense to have a header tag in each section on the page. But note that a <header> element must not be a descendant of an <address>, <footer> or another <header> element.
