Cost Effective Purchase of Illustrator or Photoshop

I am taking the design track, and am interested in actually using illustrator or photoshop, but noticed photoshop is about $600 off the shelf. Is there any way I can buy an older or limited cost effective version? (Less than $100)

Creative Cloud is the most cost effective way to learn to use the Adobe suite.

Photoshop Elements should do pretty much anything you need it to do. $99.99 from Adobe. It's basically scaled down Photoshop for the people who don't need all the extras that come with the full Photoshop, but still very, very capable.
