Creating custom buttons

If i was to create a button & icons on photoshop what would be the best way to make sure that they both looks the best on a tablet and different devices or would eclipse scale the image for me if not would i have to make separate buttons for each device ?

Whats the best advice you can give me

Allison Grayce has a great video on changing your pixels to percentages, it may help if you start by creating fluid elements
