Database driven website php

Hi all, I am trying to make a php/mysql driven website for a friend. I was just wondering, if I want my non-technical friend to be able to edit this through a back end, how do I go about storing the information for a homepage for example?

Is it better to hardcode the content for those parts or do I create a table in mysql say called 'homepage' which has row and columns like title, tag line, para1 etc etc.

Any ideas on what is best practice?
