Does 1024x768 is basic web design resolution?

Currently I've been trying to build a web service for my friends(college students) I'm wondering... Does 1024x768 is basic web design resolution? Or should I build based on other resolutions too for the first product? 800x600,1280x1024?

Here's a nice blog post with some charts and tips on optimizing your website screen resolutions (UK), I do suggest creating a responsive design though.

You should study and learn Responsive Web Design. So you create sites that are adaptable on a variety of sizes.

And.. 1024x768 and 1366x768 are quite popular.
