Does this work or will it cause issues

So i went about and setup the code different than what was shown for the minimum and maximum number specifically on the output

var output=Math.floor(Math.random(numberLow)* numberHigh)+1;

I tried this using 1 and 3 as the random numbers and was able to get all three numbers seemingly randomly. I also used other numbers and it seemed to work as well, would the way that i did this be a valid way to do it or would this eventually cause problems.
