Emulator requires google play services update... how do can I fix this?

I have looked at other answers and have tried changing the version number in build.gradle. However, when I change the number in the build.gradle file to match the version number of the google play services in the emulator, the gradle is unable to sync.

I've been stuck on this issue for a couple days and would really appreciate some guidance to resolve this issue.
