External Stylesheet does not load when using Dreamweaver.

I link my external stylesheet to my project (for school, not one of the projects here), and when I try to make edits to it... absolutely nothing happens. Only when I upload my file to my website am I able to actually see any changes (and even those changes are very minor), but when I look at the stylesheet in dreamweaver, be it in a preview in a browser or just in the program. It simply leaves me with the base html.

I genuinely do not know what I am doing wrong, is this just some sort of resolution related issue for me?
