function expression definition

const getRandomNumber = function(upper) {
  const randomNumber = Math.floor(Math.random() * upper ) + 1;
  return randomNumber;
};

Technically, is a function expression considered to be the entire code above or is it considered to be only the value on the right side of the equal sign being assigned to the variable getRandomNumber?

The function expression is what is being assigned (right side of the "=").
The entire thing is a declaration with assignment.
