How am I throwing the exception wrong?

You have the logic as little muddled.

You need to decrease the battery when we have enough batter left, if we dont then we throw the exception,

Right now you code works as such: If i have more than 0 laps, remove a battery section and throw an error.

} else { mBarsCount --; }

if(mBarsCount<0){
             mBarsCount -= laps;
      throw new IllegalArgumentException("Not enough battery remains") ;   

  }

My translation of your logic: If battery is dead, subtract a lap count from the battery charge and give error message.

How I would say it: If battery has power, subtract a charge count. if battery does not have power, give error message
