how can I open the file that I downloaded for costume view an app to put it in

It's a zip file so you should be able to open the zip file and have the option to "Extract all..." or similar. Once extracted, you would import from existing sources in Android Studio.

Bear in mind that this is a more advanced workshop that assumes you've gone through the previous Android courses. I'd start with the Java then Android tracks. They'll guide you through the proper order to take the courses.
