Dale is correct. You need to move your href into your anchor tag and then give the top of the page, body, and id that will link to your anchor tag.

try something like this

 <body id="top">

    <img src="images/spain.jpg" alt="A picture of me in Spain">
    <p>Here is a picture of me in Spain last summer!</p>
    <a href="#top">Go back to the top of the page.</a>

  </body>
