How do i use console on my local computer and not in workspaces?

i need to install composer and make other features from php run in my websites and i can't get to install the frameworks on my websites.

I'm using dreamweaver right now, but i will start using sublime text 2 as a default programing tool.

Help needed.

The answer to this question is not easy. There are many steps for each thing that needs to be installed. I suggest going to the library and finding early videos on each program because they walk through installation for Mac and Windows. If you are on Linux, you will have to do some extra work and read documentation for each.

I started with Windows and moved to Linux. It is possible to get it all running by reading the documentation.
