How do i use the console in my project on dreamweaver? do i use dreamweaver for back-end?

Hi, i'm trying to install a php mailer form in my html site, i just finish my php track and i didn't find the way to show up the console in my project to install composer.

I made my website just as treehouse indicates, step by step and with php i just stop. My site is a html with css, that have a contact form that will be mailed to predefine email.

If someone could help, thanks!

PC, Windows 8.1 I have downloaded composer for windows and git bush but i am kind lost I don't know where to start with them.
