How does the 'Best Answer' system works?

I really want to know how does the 'Best Answer' system really work. Does a moderator select it from all answers given to that questions or it is marked by the person who asked the question itself? I wonder that because I answered one question and saw that the best answer was saying 'thank you' by the same person who asked which I find quite confusing.

The best answer basically says that this answer is correct. If you clicked that button on my answer, it would show this question as answered. The person who asked the question presses the button to show that they understand now and that the question is answered. This also helps when people who are wanting to answer a question, find unanswered questions that are really answered except the person who asked the question has forgotten to press the button. Hope this helps!

Alita is correct.
For the most part the Best Answer is selected by the Original Poster, if the answer sufficiently answered the question being asked. There are times, however, that a Moderator will select a Best Answer if time has gone by and the Original Poster has not selected one and there is an answer that is well written and detailed. Best Answers will not be selected, and sometimes one will be de-selected by a Moderator if the answer is just "giving" out the answer with no explanation or direction, as this is strongly frowned upon within the Community.
If you could please post a link to the Question you are referring to, as selecting one's own answer as best answer when it is not even an answer is not acceptable, and I will have a look.

Thank you for explanation. The case that I was talking about was solved and now I have the Best Answer of that question.
