How should I start to build my programming portfolio?

What are some of the best tools or websites to help me build my portfolio. I want to emphasize more on the coding or the features rather than just the looks. :)

Create 12 websites for some purpose and then make your final portfolio website displaying all of your work. Shouldn't take more than 3-4 weeks.

Okay, let's see here. If you're creating a web application (which I suppose you are), then my favorites are either:

Heroku... for ease of use, DigitalOcean... because I like it, and Vultr... because it's kind of like DigitalOcean.

As for your case, Heroku would, with no doubt, be your best option.
