How to Build an Online Marketplace

I am new to programming, but I want to know what is involved in building a prototype for an online marketplace website. By online marketplace, I mean a website that connects people instead of selling products or services.

How would you go about building a small online marketplace prototype like elance, Fiverr, or Craigslist?

Is it best to create a prototype using something like ruby on rails or are there any other tools or resources that might be better suited for this task?
