I don't know what I am doing wrong in this question or maybe I just don't understand the question.

I make the following changes and it report it back as a wrong answer.

public boolean isFullCharged() {
 return mBarsCount = MAX_ENERGY_BARS;
 }
while (!isFullyCharged()) {
 mBarsCount++;
}

My understanding is that the boolean report back whether the mBarsCount is equal to the MAX_ENERGY_BARS or not. Then my while loop recieve that respond, it then increment the mBarsCount by one if the is the respond was false, or if the mBarsCount is not equal to the MAX_ENERGY_BARS.

You have to work on your charge method not on helper method isFullyCharged:

public void charge() {
    while ( !isFullyCharged() ) {
        mBarsCount ++;
    }
}

    boolean wasFullyCharged = false;
    while (!charge()) {
     mBarsCount++;
     wasFullyCharged = true;
    }
    return wasFullyCharged;
  }

I tried this but it failed :(
