Well sublime has a plugin for everything. That's why I absolutely love it.

You can use git bash if you want to be able to use php artisan commands.

Nah, I'm perfectly fine with CMD. I have console2 already. Even though it doesn't have the touch feature, but sublime has plugin that creates folders and files

/folder/whatever.php pretty slick.
