I'm a little lost

I tried everything please clarify the question for I'm lost

function max (A17, P19) {
  max (A17,P19);

 if (A17 >= P19) {
  return A17;
} else {
  return P19;
}
}

function max (numberOne, numberTwo) {
  if(numberOne > numberTwo) {
    return numberOne;
  } else {
    return numberTwo;
  }
}

The conditional statement is nested within the function. If numberOne is greater than numberTwo then return the value numberOne else return the value numberTwo.
