A couple of issues:
1) You don't need the optgroup tag
2) You needed to close the select tag
3) Connect the "for" in the label to the "id" in the select tag

<form action="index.html" method="post">
<h1>Shirt Order Form</h1>
<label for="color">Shirt Color:</label><!-- Connect "for" -->
<select id="color" name="shirt_color"><!-- to "id" here -->
<option value="red">Red</option>
<option value="yellow">Yellow</option>
<option value="purple">Purple</option>
<option value="blue">Blue</option>
<option value="green">Green</option>
<option value="orange">Orange</option>
</select>
<button type="submit">Place Order</button>
</form>
</body>
</html>
I hope that helps.
Stay safe and happy coding!
