Is having a page with a client testimonial as the only content to light on content?

Keep in mind the testimonial is a video and I will put the transcript below the video.

Some of the testimonials are only 60 seconds so the text is not heavy. Do you think google will view this as thin content? I plan on having something like 20 pages like this. Each with its own testimonial.

In my opinion, testimonials are not for search engines. Testimonials are a way to establish trust with your perspective client. That being said, it sounds like you are optimizing the testimonials fairly well for search engines with including the transcript. Just keep in mind you should be building your business with your customer coming first not the search engine. You can create the most search engine optimized content ever, but if it doesn't offer value to your customers or potential clients, your site will be a dud.

Sure I am just trying to best work with the content that has already been created. Each time we get a new client we record something like 20+ videos for each client they have.

We want people to find the testimonials via search. Currently we are creating one page with a bunch of video and transcripts I am trying to figure out if breaking them each into their own pages is a better approach for both the user and search.

I would say break them up into their own pages but have a landing page that lists them and links to them. I think that would prevent information overload for your customers. Also from an SEO standpoint it does give more links to the content which helps.
