This largely depends on what language/framework you're wanting to keep up to date with, but honestly I read like 95% of my tech news on Twitter nowadays, so I highly recommend following prominent accounts that talk about the language/framework you want to know about. That being said, if you specify what you're working with, we might be able to point you to something specific

Well I am currently getting into web design and wouldn't mind learning a bit of mobile design. But I can search for each languages site and start using my twitter then fallow them.

Web is by far the most popular field of development, so if something changes with it, you'll definitely hear about it on Twitter. Regardless, especially if you're into design, CSS Tricks is a must
