Is this really white-hat SEO?

I'm launching a new website, and was thinking of using this service to increase search ranking. Is this really white-hat tho?? It looks legit, but I don't want ANY black-hat SEO tactics associated with this site so I really want to be sure... Also, you've got to be skeptical since it cost $5.

Stay well away from the likes of Fiverr regarding things like that. I would recommend you to DIY - you'll learn more AND will know what works and doesn't work for your own niche.

Granted that's a difficult thing to say to someone who doesn't really know where to begin, so I would recommend that you start here: http://moz.com/learn/seo.

I could give you lots of sites and blogs about SEO but moz is very user/beginner friendly as a resource, and I would recommend that to anyone as a starter.
