Go back and watch the videos again - your code has a number of issues.

Your function declaration should have named parameters, like:

function max (first,second) { 
  //do stuff 
}

Your code inside the function should use the parameter names instead of absolute values: i.e. use first instead of 5

When you call the function you should pass in numeric values as you arguments - you are passing in strings "first", "second"
