Hi,

to correct link your scripts inside your html document you have to include the src attribute inside the script tag like this:

index.html
<!DOCTYPE HTML>
<html>
<head>
  <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
  <title>JavaScript Basics</title>
</head>
<body>
<script src="shout.js"></script>
</body>
</html>

Remember to insert the correct path to your script!
