Magento question...

I know Magento isn't much of a subject here, but I know there are a lot of smart people and maybe someone can help me out?

My client wants a promotion on the site to be "$20 off $200 spent". The promotion is created but it won't activate till the price, not excluding taxes, hits 200. Is there anyway to alter the settings so it the discount hits at 200 including taxes?
