i'm confused..which part of the css make the website shrink and expand when resizing the browser? what is the idea?

Media Queries are used for this. For example, you can determine how a website looks when the screen is 600 pixels wide. Usually you set the width of containers/ divs and content blocks to a flexible format, such as 100%.

The idea is that your website looks nice on every screen size, mobile, tablet, pc, laptop etc.
