You are having with your source of CSS. When I copied your code changed source as my local files, it worked perfectly fine. Can you check your below commented area (showed in line 5, commented as <!-- and -->)?

<!DOCTYPE html>
<html>

<head>

  <title>Ethan's Resume</title>
  <link rel="stylesheet" href="css/resume.css"> <! -- ARE YOUR SURE YOUR CSS FILE IS UNDER CSS FOLDER AND NAMED AS RESUME.CSS? -->

</head>

<body>

  <img src="http://placeimg.com/200/200/tech" alt="Web Developer">

  <h1>Ethan Macleod</h1>

  <h2>Summary of Qualifications</h2>

  <ul>
    <li>Experience as a freelance web developer</li>
    <li>Experience with HTML, CSS, Javascript</li>
    <li>Diploma of Business Management</li>
  </ul>

</body>

</html>
