my steam isn't animating

I got my boat to bob up and down but for some reason, the steam isn't animating. what am I doing wrong? here's my code:

@-webkit-keyframes steam {
  0%   { opacity: 0; }     
  40%, 
  60%  { opacity: 1; }
  100% { -webkit-transform: translate(-15%, -35%) rotateZ(20deg); }
}  
@keyframes steam {
  0%   { opacity: 0; }
  40%, 
  60%  { opacity: 1; }
  100% { transform: translate(-15%, -35%) rotateZ(20deg); }
}

and 

.boat:after {
  -webkit-animation: steam 4s 2s infinite;
  animation: steam 4s 2s infinite; }
