Naming arguments

How do you "name" an argument? I believe the reason my code is not working is because my arguments are not valid identifiers but I am not sure how to name them.

function max(24 , 20) {
   if(24 > 20)
     return 24;
} else {
     return 20;
}

When you define a function, you need to use variables for the parameters not specific values. For instance, you might do the following...

function max(num1, num2) {
    if (num1 > num2) 
        return num1;
    else
        return num2;
};

So I need to create the variable and the value before I make the function?
