Look at how the first two anchor elements are set up compared to your last one of menu. You can see the mistake lies within the li tag, you have put the href attribute (which is an anchor element specific attribute for linking paths) inside that tag by mistake. You have also added the opening anchor tag BEFORE the li opening tag which is incorrect. Your li tag is your list item and inside that you want to NEST the anchor element like you have done with the closing anchor tag.

Here is a correctly set up list item with an anchor element nested inside for example:

<li><a href="menu.html">Menu</a></li>

Check your syntax carefully as this saves you a lot of time figuring out where you went wrong.
