Not sure what I'm doing wrong, but I'm not getting an overlay effect for the color pallette. Any advice?

Here is what I did (I think it's exactly like the video):

I created a light blue block, copied it downward three times, changed the three lower blocks to white, gave them all an overlay effect (60%, 40%, and 20%) then dragged the first block over the lower three. However, it all stays the same light blue color.

However, if I create the block above with the 50% opacity and black color, give it multiply, and drag the box up, that one works just fine.

Consider me perplexed.
