The phpunit.xml is an optional file you make yourself or use a boilerplate, it's not something that is installed with phpunit through Composer.

<?xml version="1.0" encoding="UTF-8"?>
<phpunit backupGlobals="false"
         backupStaticAttributes="false"
         bootstrap="bootstrap/autoload.php"
         colors="true"
         convertErrorsToExceptions="true"
         convertNoticesToExceptions="true"
         convertWarningsToExceptions="true"
         processIsolation="false"
         stopOnFailure="false">
    <testsuites>
        <testsuite name="Application Test Suite">
            <directory suffix="Test.php">./tests</directory>
        </testsuite>
    </testsuites>
</phpunit>
