Numbers not showing leading zero?

For some reason numbers are not showing leading zero? 34:2 instead of 34:02 and 2:4 instead of 02:04?

I have not done what you are working on, but it appears the PHP manual does not have the % signs. Admittedly, there are no really good examples in the manual.
