PDO only works with 'root'

PDO does not work with any other db accounts but root! I can't understand why

try {
  $db = new PDO("mysql:host=localhost;dbname=test;port=3306",'dpuser', 'password');

  $db->setAttribute(PDO::ATTR_ERRMODE,PDO::ERRMODE_EXCEPTION);
   echo("CONECTTED");
} catch (Exception $e) {
  echo "Unable to connect";
  echo $e->getMessage();
  exit;
}

This is the exception I get SQLSTATE[HY000] [2002] No connection could be made because the target machine actively refused it.
