I believe here they want you to place the nav ul inside the header with the "My Web Design & Development Portfolio" heading and the paragraph element right below it. Your first problem is that the opening <header> tag is outside of the body tag; you want it nested inside the body tag:

<body>
  <header>
    <ul>
      <li><a href="#">About</a></li>
      <li><a href="#">Work</a></li>
      <li><a href="#">Contact</a></li>
    </ul>
    <h1>My Web Design &amp; Development Portfolio!</h1>
    <p>A site featuring my latest work.</p>
  </header>
  <-- Then the rest of the code, including the headings, paragraphs, and footer -->
</body>

Basically every tag that represents content on the page should be nested inside the body tags, not outside of them. And from there, the header is often used for navigation lists like the ul referred to in this objective. I hope this helps!

You need a nav tag before the ul tag. it should be <nav> <ul> <li>.
