runOnUiThread logic

So when we enqueue a call we have a new thread where we get our data and when we want to update or UI we need to get back to our main thread and set the data we got by using runOnUiThread method. What i dont understand is how does that runOnUiThread method know when to run itself ? I mean how does it know the time that data retrieved ? Also showing a AlertDialog also a UI task but we are not running it on UI thread ? Why ?

Any help would be appreciated.
