Scrolling in Workspace

Having some issues with scrolling in workspaces. Using a mouse, if i scroll up and down with the wheel, it's jumpy or doesn't stay where I want it. Most notably, scroll from the top of the page to the bottom, I can't seem to get the window to stay in the bottom 25% of the page. When I get there, I have to click somewhere in the text field and use the bottom arrow key to navigate my way down the page.

Is there a setting somewhere that isn't set properly?
