In the example of importing the CSS into the style.css stylesheet, the first import statement had double-quotes for the path...and the other three had single-quotes for the paths. Is that distinction necessary? Accurate?

Thats a tough question. Friendships were broken, families were split and civil wars broke out over disagreement about this.
I am kidding of course. This is just a matter of preference. Both are absolutely valid syntax. It's good that you noticed the inconsistency in the usage. No matter what you choose to use, just be consistent in it.
