Some videos of CSS is from 2014. Do CSS change much over the years?

I often hear from different programmers that things change frequently and need to learn the new changes but I see some videos like this with 2014 and older when we're 2022. Does HTML and CSS change often or learning things taught back from 6-8 years ago is still great?

The basic foundations that most of the beginner level courses cover probably have not changed much at all. Of course, new features get added from time to time but those things are generally intermediate and advanced.
