I'm looking for a software that gives you the right to publish sound effects made by the software and apply them to an app for commercial purposes?

Treehouse Guest TeacherIf you're using a mac, I'd recommend Garageband. You can make some pretty decent sounding stuff in there.
Also, if you're looking for simple video game type sounds, try CFXR.

Treehouse Guest TeacherYes, thankfully you can use the loops commercially! Read Apple's official statement about it.
But there are also some really cool instruments and effects in Garageband to help you create very interesting sounds for your project.
