Stuck on creating a max function

I'm not sure how to write the conditional statement to text the parameters of the two numbers.

script.js
function max(3, 20) {
  if ( 3 < 20) {
    return 20;
  }
}

You must use variable for parameter instead of use number directly to create any function.

function max(x , y){
  if ( x < y ){
    return y;
  }else{ 
   return x;
 }
}
