function RandomNum (topNum, bottomNum) {
    var dieRoll = Math.floor(Math.random() * (topNum - bottomNum + 1)) + bottomNum;
    return dieRoll
}

document.write(RandomNum(2000, 5000));

It's good idea to prompt user for bottomNum and topNum variables, so code will be more versatile.
