Evidently the About button is not the correct relative reference to the portfolio section where I think is in index.html

You've got the right concept, but the wrong syntax. Because the element with the id of portfolio is on the same page as the nav link, all we need to put as the href is #portfolio
. In full, that line should be:
<li><a href="#portfolio">Portfolio</a></li>
