I use AWS S3 for static sites, because I can generally host them for ~$1.00 a month.
I use Digital Ocean for web apps that I really want to configure; $5.00 for the cheapest config, but you can scale up to pretty large ones. For simple web apps I use heroku; $7.00 for the cheapest cluster, gets very expensive as you scale but offers a lot of convenience with build packs.
