first, I want you to excuse my English .. now I'm starting to study web design and I do small projects but the colors I pick are pretty ugly so where can I learn using them ?

You can also go to Dribbble or Behance to look for examples of other people's work to learn about how to create color palettes. Oh, and also, http://colorhunt.co/ pretty cool to get inspiration for color palettes. :)
