A textdomain is required to make a theme translatable.
The function would be something like
<?
load_theme_textdomain( 'mytheme', templatepath.'/languages' );
?>
and then register the nav like
<?
if (function_exists('register_nav_menus')) {
register_nav_menus( array(
'main-nav' => __( 'Main Navigation', 'mytheme' ),
'footer-nav' => __( 'Footer Navigation', 'mytheme' ),
) );
}
?>
